Perhaps you know of someone looking for something like this.

It was installed by Ed around 2002 and has been unused for the past 1-1/2 years as we have moved into a motorhome fulltime. We plan to sell the house before year-end, so the tower has to go.



It's a US Tower MA-550 55' monopole (3-sections) on the rotor base (3 to 4-foot additional height) with a Yaesu 1000DXA at the bottom (rotating tower).

Included is the lowering fixture. On top is a Force 12 C3 (full-size) and Diamond (or Comet, I don't remember) 7.5 dB UHF/VHF omni. Have about 100' of 3/8" hardline, rotor cable and a couple of runs of 9913 coax as well. A fabricated locking sheet metal enclosure for the rotor base
goes along as the system is in the front yard and I wanted to secure the rotor.

All are in great shape (inland installation) and could be removed by Ed or a 3-person crew and transported if needed. Stuff would cost well over $4K today...I'm looking for
around $2K but will consider all reasonable offers.

Five arrested for decapitation in B.Cfa. are moved to the Mexican Federal District (translation)


On June 23 (Notimex) .-The head of the Subprocuraduría office of Investigation Specializing in Organized Crime (SIEDO), José Luis Santiago Vasconcelos, said that five suspects arrested in Baja California for the beheading of three police officers and one civilian, were moved to Mexico City.

In press conference, he repeated that the suspects charged of this act of barbarism are members of "Mara Salvatrucha", which is tied to the Sinaloa Cártel.

The official affirmed that this night the five arrested will arrive at the facilities of the SIEDO and surely it will be requested that a judge will order the precautionary measure of detention ("arraigo") to continue with the investigations.

It was pointed out that in the beginning, six were the arrested, but one was released, on having verified that it was a question of a gardener who had no knowledge of the events.

Santiago Vasconcelos affirmed that another line of investigation points at a possible network of corruption in the police of Baja California, " since it is not possible that 25 vehicles with 100 armed men could have journeyed, without anyone detaining them ".

Last Wednesday the authorities of this frontier entity found in the city of Rosarito the bodies of the police officers: Jesús Hernández Ballesteros, Ismael Arellano Torres, Benjamín Fabián Ventura Isida, as well as a civilian, Fernando Aguilar, who were executed and decapitated.

The subattorney indicated that recently, Joaquín " The Chapo " Guzmán, has initiated "maras salvatruchas " to fight " The Zetas " of Osiel Cárdenas.

Also, he qualified as " extreme violence " the beheadings which happened in Baja California, and mentioned that a rise of clashes is expected between bands of drug traffickers because of disputes over territorial control.

He mentioned that Tamaulipas, Baja California, Guerrero, Michoacán, Tabasco, y Veracruz, are the areas disputed by these criminal organizations.

She is a 16-year-old Riverside, California resident.

She is believed to be in Mexico in a beach area populated by tourists or ex-pats.

Camila is 5' 2" tall and weighs about 100 lbs. She has brown eyes and dark brown hair. Although her hair is shoulder length, she rarely wears it down but most often has it pulled back in a pony tail as in this photo of her at a softball game.

1) Walls (nonbearing): Ideally, it would be nice to crop the roof off the building and build a new roof with weight-bearing walls, but such is an impractical desire at this juncture. Therefore, so as to create consultation/treatment rooms, we would need 8 permanent walls. Once they are built, we can begin outfitting the room

2) A generator: The valle Redondo clinic has no electricity, so a generator is crucial.

3) Beds: If we could get 7-9 beds lined up for once the walls are built, it would be outstanding.

4) Cabinets: 8 or so 6ft tall cabinets for drug storage/pharmacy creation would be nice.

5) Otoscope/laryngoscopes: Preferably the wall-mounted combo sets, but if I could get 7 diagnostic sets in working condition, it would be nice.

6) Drugs: You name it, we need it!

Afloat at last-the APL Panama container vessel!

The APL Panama was pulled away from the beach at 4:41 a.m. today and is now afloat.

Tugboats pulled the 874-foot container vessel free from the sand after a dredger cleared a channel close to the ship.

Bruce Mc Cauley has been found - November 25, 2005

Bruce McCauley, formerly of Rosarito, has been found. He was located with the assistance of the U.S. State Department, and is reportedly in Mazatlán, México. The local expatriate community had been searching for him approximately three weeks. Our thanks to Mr. and Mrs. Chambers of Rosarito for the extensive time and effort they invested in the search.

Mc Cauley left Rosarito on approximately the fifth or sixth of November, 2005, without leaving any word of his intentions with nieghbors. It is reported that he suffers from post-traumatic stress disorder.

A discussion of disaster preparedness

This brings up one of my favorite pet peeves. One I don't believe I have ever shared with everyone. Here is my opinion.

THERE ARE TO (sic) MANY PLAYERS!

OES, Fire Safe Council, Disaster Committees, CERT, VOAD, all competing for attention, members, grants, control. With all these originations involved are we being effective in preparing local communities with effective disaster planning?

During any emergency the #1 task is effective command and control. You can't have that if everyone thinks they are in charge.

Being a volunteer I don't have all the official answers but being involved in this disaster preparedness stuff over the past 3 years it seems clear that:

During a declared disaster in the County, the Board of Supervisors are in charge.
Their agency assigned to get it done is the Office of Emergency Services (OES).
Everyone comes under OES or they are not a part of the "official" county response.

Local events are run by local agencies, Sheriff and Fire.
These happen every day, command and control for them is well established.
The only difference between a local emergency and a "disaster" is OES becomes the head of the County command structure.

If you are not a part of the above "official" structure you are not a part of the solution.

You are not a part of the "official" communications channels.

You probably don't know what is going on.

You have no insurance, if you get injured or injure others, you have a tremendous liability.

If you get in the way you will be arrested.

As I understand it, all the above applies to the disaster structure in the cities in San Diego County

The bottom line in my area, Campo, probably:

We will never be involved in VOAD, Fire Safe Council or any other disaster structure other than OES.

Because the same 40 volunteers who are involved in every other community activity in the area ARE TIRED.

We will continue to structure our Disaster Committee under OES.
Our "official" community disaster volunteers are our CERT Team Members.

We will probably fund all this ourselves because we don't have the time or resources to compete with all these other "professional", "volunteer", disaster originations, their grant writers or full time staff.

Bottom line, my opinion, the average citizen still assumes when there is an emergency dialing 911 will bring help in 10 minutes.
There is much to do.

All talk, little readiness for next disaster

Our view: Local officials must at least develop warning, evacuation plans.

North County is not ready for the major disaster that is certain to strike the region. Nobody knows precisely what will happen ---- catastrophic earthquake, another epic wildfire, nuclear meltdown or terrorist strike ---- but we do know that the actions taken by local officials to protect the public are woefully inadequate.

This official failure was outlined Sunday in a special report by the North County Times.



It should be said that most of our cities have disaster plans. However, many are out of date. Others have been revamped since 9-11, but they remain riddled with poor assumptions and uncertainty.

For example, Oceanside says it is well-prepared. After all, its planners say the city, which sits near a big seismic fault, faces a three-in-five chance that a "catastrophic" earthquake will strike by 2017. Police and firefighters are ready to work special shifts, city workers are prepared to help the Red Cross house the displaced, and public works officials have backup plans to keep fresh water flowing.

On the other hand, there is no credible plan to evacuate the city if the San Onofre nuclear plant melts down. This inability to notify the public and give good advice during a disaster is endemic throughout the region.

Consider Escondido, which ---- to its great credit ---- recently took the essential step of staging disaster drills for city workers. Their most likely scenario involves sudden, severe flooding of the city's core if an earthquake or something else causes a major break in the Lake Wohlford dam, which is 111 years old.

Officials reckon that water would race down East Valley Parkway to City Hall in about 30-40 minutes. Much of the city's downtown would be under 11 feet of water in three hours.

Sounds like a lot of time, right? Well, 12 hours or more into the October 2003 wildfires, deputies were still moving door-to-door through neighborhoods trying to warn people that death was coming. Thousands never got any official warning; some were trapped for hours by fast-moving fires that blocked roads.

And yet, this door-to-door strategy is official policy in our cities and back country. County and city leaders are tinkering with "reverse 911" systems that call people with alerts.

But telephone lines would be among the first essential services to fail in a major earthquake, wildfire or flood. What are these folks thinking? It's tough to get a call through on Mother's Day; what are the odds that any surviving lines wouldn't be jammed for days?

It turns out that small volunteer groups ---- citizens taking care of their families and neighbors ---- are making the most progress. In Fallbrook and Hidden Meadows, local fire-preparedness councils have worked with safety officials to design escape routes, designate shelters, and mail maps to residents. The Hidden Meadows group has even sought grants for six warning sirens, the cheap and effective systems that civil defense officials have used since the 1950s all over the Midwest and East Coast.

In celebrating such triumphs of common sense, we do not diminish the complexity of disaster planning. Officials are rightly worried about sending people into harm's way with bad information. And the public won't tolerate major tax hikes to fund elaborate civil defense measures.

Still, homeland security became a national priority after 9-11. What happened?

Government's job is to take reasonable measures to protect the public. No system can protect everyone when the Big One hits, whatever it turns out to be. That's why officials urge families to keep enough food and water on hand to survive for three days to a week.

However, our governments are failing us in their basic responsibilities to let the public know where to go and what to do when the most likely disasters strike.

It is deeply troubling that ---- 20 years after Chernobyl, 11 years after the Northridge quake, two years after the Paradise Fire ---- our leaders are mostly just talking about disaster preparedness.

I am blogging Craig's note because disaster preparedness is an issue that effects everyone regardless of where they live. Craig lives in an isolated community of San Diego's East County, and he discusses some points are unique to his locality. However, there are many parallels between the Campo/Lake Morena area and the incorporated communities located in San Diego County (San Diego City, Chula Vista, Escondido etc.) as well as as here in Baja California.

Here in the Tijuana & Rosarito Municipios the same kind of thing goes on. The only difference between disaster event planning in Baja California and the U.S. is that, here in the Baja there is no plan. Each community here is entirely dependent on its own resources in the aftermath of an event such as an earthquake or flooding (although a certain amount of cooperation exists at certain levels of government in the United States and the City of Tijuana/Baja California State). It's a "Katie bar the door" approach. Or to restate, the community leadership here has yet to develop the infrasructure to effectively deal with disaster events in a meaningful way (although the mayor of Rosarito has recently proposed a plan as a result of the assassination of the Chief of Police). The Mexican governmental structure (State and Federal) is traditionally not answerable to its citizens in the same manner that The U.S. or California government is. It a different system which is more centralized and insulated from citizen input.

I realize that some may not consider preparedness relevant to their situation. As an example, nieghbor of mine broke down one night on his way home from work on the Autopista between Playas and San Antonio Del Mar. He walked several miles to the guard shack at the North Gate, and was unable to call a tow truck. When he returned to his van the next morning, he found that it had been vandalized and his tools were stolen. I asked him if he had a radio or a cell phone. His answer was it was too much trouble to use these things and they cost too much money.

The nieghbor's experience was not a disaster, but it illustrates the kind of things that can go wrong when one encounters an unforeseen event or situation, and how some people resist adaptation. Typically in a disaster (or mini-disaster) there is difficulty communicating for assistance or contacting family members. Any step that can be accomplished ahead of time to implement control over a critical situation is well worth the investment. There are ways to deal with these sort of things; make your own choices ....

PEDIATRIC HEALTH FAIR IN LA MORITA

Thank you to those of you who indicated that you would like to volunteer at (the) Pediatric Health Fair in Tijuana on December 3, 2005! For everybody else, this is a second invitation for you to participate in this unique opportunity.

In participation with officers at Camp Pendleton, the Palomar Chapter of the Flying Samaritans is helping to organize the third annual health fair in Tijuana. The mission and goals of this project are included at the end of the email.

We need your help! We need organizations and individuals to volunteer to sponsor one or two modules each. What this involves: creating visual aids and posters, developing educational activities, and presenting the health information at the health fair on December 3, 2005! We also need help with fundraising to provide food for health fair attendees.

December 3, 2005 Pediatric Health Fair in La Morita, Tijuana

Mission & Objective: To educate the general population especially the young generation in all aspects of physical, psychological and social health to prevent the incidence and spread of disease.

Project Background: Tijuana is a very large city and constantly growing due to the influx of immigration not only of Mexican nationals but other Central Americans who come to Tijuana with the hope of someday crossing the border. This overflow of population has completely exhausted the already limited medical resources. There aren't enough physicians or nurses to cover the basic medical needs of those who seek medical assistance when their diseases are already at an advanced state. Physicians often become frustrated when they see patients at this advanced disease states that could have been easily prevented if they had received the proper education and prevention.

Additionally, being so close to the border many of these people eventually end up on the other side where they will eventually become a burden to the US healthcare system.

Project Goal: To hold annual Health Fairs to educate the general population of the marginal communities especially the young and adolescent who are at greater risk of contacting sexually transmitted diseases, teen pregnancy and drug abuse. Adolescents already victims of these social diseases will get referred to special local institutions for therapy and follow up treatment. By means of this annual health fair we hope to increase public awareness with respect to health issues, detection and prevention and the need to take control of their own health considering the limitations and lack of interest of the government in the healthcare needs of these rural areas. But the best measure of success with the adolescent population will be observed with a marked decrease in teen pregnancy, sexually transmitted diseases and drug use.

One of the threatened victims called the police who did not even send anyone to investigate. Telnor was contacted but they also refused to do anything.

Another record breaking flight will be attempted on Saturday October
8th as the Arizona Near Space Research (ANSR) is pleased to
announce the flight of ANSR-26. This high altitude balloon flight
will take place on Saturday, October 8th at 8:00 AM MST (1500 UTC).
The launch site will be announced closer to the flight date and will
be based on winds aloft. Launch from some location in central
Arizona.

The balloon will be a 1200-gram weather balloon, filled with helium.
The expected burst altitude will be 90,000 feet or more. The flight
is anticipated to last about 2.5 hours from launch to touchdown.

competition. The portion we are attempting on this flight includes:

Re: State of California, v. Jack Gerritsen. Case# 5RH02481

On July 13, 2005 at Rio Hondo Superior Court El Monte Division, Gerritsen was sentenced to 120 days in State Prison and given 3 years probation for making threats over the 145.440 N6USO repeater (on Sunset Ridge, near Claremont and Pomona, California). The jury had taken one-half hour to reach a verdict on the case.

Fortunately, his criminal activities on both sides of the international border have now been stopped. He is scheduled for a Federal trial in October for additional charges related to radio-jamming.

A letter from the Deputy District Attorney who prosecuted the case appears below the Spanish translation:

En el 13 de julio de 2005 en Rio Hondo, la División de Tribunal Superior, el Gerritsen fue sentenciado a 120 días en la prisión estatal y dada 3 años de libertad condicional para hacer las amenazas sobre el 145,440 MHz. repetidor N6USO (en Sunset Ridge, cercano Claremont y Pomona, California). El jurado había tomado un medio hora de alcanzar un juicio en el caso.

One thing I learned is that there are a great deal of hard-working, civic minded HAM operators out there. It is extremely unfortunate that at times he has had success in making HAM radio more difficult to enjoy and to use. But it's certainly time this conduct came to a screeching halt.

While it is unfortunate that Mr. Gerritsen was only subject to six months of confinement for his conduct, there is still hope. As many of you know, Mr. Gerritsen is set to stand trial in federal court in early October. He will again be representing himself. But this time the stakes will be much higher. I am writing both to thank you for the assistance you gave me, but also to encourage you to attend as much of the federal proceedings as you can (downtown Los Angeles federal district court building).

Mr. Gerritsen was duly tried and properly convicted in state court. I expect the same to happen in federal court where Mr. Gerritsen will again receive a fair trial before 12 members of our community. What I cannot stress enough, however is how important it is to have a HAM presence during the trial.

Even I, after some time preparing for this case, lost sight of the fact that a great deal of the general public does not understand and/or appreciate HAM radio. And the general public certainly does not understand the extent of the terror Mr. Gerritsen has unleashed on amateur radio. Your presence and your support at every stage of the federal trial is important. I can't tell you that all of it will be interesting, but I can tell you it will be important. And knowing Jack Gerritsen as well as I now do, I'm willing to bet you that his case will go to jury trial.

Your support can help see that he is fairly and justly convicted again. I want to thank in particular the following persons without whom this case would not have ended so successfully:

The following is a statement by Ronald J. Stucker, W6RJS, regarding this matter:

"To all Licensed Amateur Radio Operator's (sic) and all involved in the matter of The People of the State of California, V. Jack Gerritsen. Case# 5RH02481. On April 8, 2005 on the 145.440 N6USO repeater, Jack Gerritsen made a terrorist threat against my life and my daughter. I left the repeater and made a complaint to the local Sheriff's Department. Later that day I returned to the 447.920 KD6LVP repeater owned by Mike Steiner to turn it back on and make a call. I was asked previously by K6JPS Jim Schellin Trustee of said repeater to be a control operator because of Jacks (sic) continued terrorism. Before I could shut the repeater back down Jack threatened me again stating that he looked up my call sign on qrz.com, he had my address and was on his way over to my home. He also stated nice picture of you and your daughter, will she be there too? I put another call to the Sheriff's department to ask for protection.

The Deputy returned to my residence and camped out hidden for almost two hours. Long story short, Jack Gerritsen was convicted of said terrorist threat today. He was incarcerated and bail was set at one hundred thousand. This is great news for all in the ham community Jack has terrorized for over five years now making terrorist threats, jamming ham radio repeaters, nets, ect. Jack also has transmitted prerecorded political and religious messages (Illegal Broadcasting) criticizing our presidents and religious leaders. He has done this all even jamming a children's net using said vulgar language. I know this is just the beginning of Jacks (sic) new court cases.

He was out on bail till today for his arrest on May 5, 2005 bye (sic) the FBI assisted by the FCC on Communications Violations. I hope this news makes US. Amateur Radio Operators all over feel better about our legal system and our rights as operators. Justice was served today in this Jury trial. It only took the Jury thirty minutes to deliberate a guilty verdict.

I thank them for seeing the truth, not feeling sorry for him and not allowing Jack to confuse them about irrelevant questions about ham radio and how he was the victim being jammed. The District Attorney instructed the Jury to focus on "The Charge! The Charge! The Charge! "The crime, the terrorist threat ect. All through this trial Jack insisted that he had a valid license to talk on ham radio and this was a just another conspiracy to silence his freedom of speech.

I would like to give a special thanks to the following:

NEW CAR STICKERS AVAILABLE TO ALL PAID MEMBERS OF SADM - Cars with the new decals in their left windshield will be immediately recognized by the security forces and allowed to enter. Cars without the decals will have to take time to identify themselves and show ID and proof of status before being permitted to enter the gates. These decals are available to all paid up members of our community. These decals are marked 2005 and will be changed every year as times goes on. This procedure is just one of the many new changes designated to improve security at San Antonio. This may slow entrance and exit a bit but we hope all will be cooperative in knowing that these procedures are designed to aid in the protection of all homeowners, residents and visitors to San Antonio Del Mar. Dues can be paid at “YOU NAME IT” office at the south entrance.

BLOCK CAPTAINS - At the General membership meeting in June, the idea of appointing Block Captains was suggested. Block Captains would head neighborhood watch groups, as a way to keep SADM residents actively involved in crime prevention efforts, allowing information exchanges between neighbors and a good way of keeping in direct communication with the Board of Directors. Block Captains were asked to volunteer by calling any board member, or going to our web site “www.mysadam.com”, and volunteering through the “feedback” page. After training, Block Captains will develop a neighborhood communication system to distribute vital information and then relay these concerns to the Board and Security Company. By joining together, we will succeed in making SADM a safe community. Please volunteer! Jim and Lorey Welch ( our first volunteer Block Captains) have been Block Captains for many years in San Diego. They learned from their experience that the creation of Block Captains for San Antonio Del Mar will be very helpful in preserving our community. By uniting their neighborhood in their previous residence, they succeeded in dropping the crime rate in our San Diego Community by over 80% in one year! They are more than willing to work with their neighbors to preserve security in San Antonio Del Mar and make it a better place for all families. They welcome anyone who is interested in this endeavor and have many very simple helpful hints for all of you to ensure the safety of your neighborhood. Carelessness

This is an allegory, a story told to illustrate what carelessness may bring, and how the Mexican system of justice works. Any similarity to actual persons is purely coincidental.

Joe was a heavy drinker. One night as he was driving home to Tijuana after a few hours at his favorite watering hole, he lost control of his car and ran over three people who were waiting for a taxi at the side of the road. They died at the scene.

Joe was sentenced to serve three years at the La Mesa State prision. After 17 months, he bought off the other half of his sentence for about $12,000. Joe learned how to work the system. He had studied Spanish, taught classes.

He is no longer boistrous and carefree, has lost too much weight; he is gaunt and almost tiny now. He has endured much recently; and he may yet face a mourning family that lost a mother and her two children.

Abuse by homeowner's association

On June 8, the City of Tijuana cut down and removed the entrance gates to Punta Bandera. The home owners' association had prevented certain residents from entering the development. Apparently the city has taken these steps because the roads to Punta Bandera are public, and the home owners' association has no legal right to erect gates on them.

"1. Why do we have a STOP sign. I realize the purpose is to stop and look before proceeding, but very few of us obey the sign. The majority of the residents and ALL of the trucks and workers who come in here, buzz right past me. I have nearly been rear-ended several times because I take the time to stop. Either enforce or eliminate.

2. Getting on the highway, headed south, there is a very deep pot hole right under the over-pass. To avoid hitting it, you must swerve, endangering the traffic coming through at 65 miles per hour. Unfortunately, the other direction is identical. There is a pot hole just before getting off the highway headed north, right before you swing around to the right and go over the bridge. This may be responsibility of Caminos y Puentes, but nothing has been done and it is a real road hazard.

3. We are destroying our cars on our potholes here. Cantil (100 block) is very hard on my car. Mercedes told me I have shot one of my shock absorbers already, and I am just waiting to ruin the other before investing in unwanted replacements. My solution is simple. Charge a toll to all business vehicles (pick-ups as well as big cement trucks, etc. ) They all come in here and take over our roads; speeding in many areas, and doing harm to the stone roads. If we charged a toll according to size of truck, the monies earned would pay for the repair of our roads, costing us nothing more. Wouldn't that be a good deal? My principal at San Ysidro Middle School said never give a complaint without some sort of solution, so...that's mine."

Additional SENTRI lane at San Ysidro Port Of Entry

The additional lane has reduced the wait time for north-bound travelers to a few minutes. A fourth lane is under contruction and is scheduled to open in the next few weeks.

No additional lanes are scheduled to be built at the Otay border crossing, which has one SENTRI lane. A SENTRI lane will be installed at the Calexico crossing later this year.

SENTRI is the acronym for Secure Electronic Network for Travelers Rapid Inspection.

Border Patrol travel agents

A popular prime-time soap opera in Brazil titled "America" depicts a character who is smuggled across the U.S./Mexican border who finds a job in Miami as an exotic dancer. Because of some rather curious decisions by the U.S. Government, there now exists a enormous loophole in illegal immigration enforcement at the nation's borders. The Brazilian "telenova" is becoming a mirror of fact rather than fiction.

There is space for about 19,450 people in the immigration detention system; this is far less than the number required. U.S. immigration officials are faced with the dilemma of detaining a migrant who has criminal record or detaining one who doesn't. Mexican detainees are returned to Mexico; however, since international law does not allow sending non-Mexican detainees to Mexico, they are issued a court summons, a "notice to appear." When a detainee is given the summons it allows them to remain in the U.S. pending an immigration hearing.

In the first eight months of this federal fiscal year, which began Oct. 1, more than 85,000 migrants were apprehended. Nearly all are no-shows at their court hearings (comprehensive federal figures are not available). In essence, the summons allows the migrants to continue their journey to anywhere they want to go.

Luis Fonseca beaten and killed in San Antonio Del Mar

Luis Fonseca, and elderly widower who lived in San Antonio, was beaten and murdered late last night in his home at 840 Calle Arrefice. Rosarito police apprehended two “skin heads” early this morning when they observed an SUV driving erratically. When they questioned the occupants, they determined that the vehicle was apparently stolen and possible contained stolen property, which led to the discovery of Fonseca’s body in San Antonio.

The San Antonio Del Mar homeowners association is apparently determining how the assailants were able to enter and exit the community. There is a homeowner’s meeting in the park on June 25th, and all homeowner’s are urged to attend.

Mexican Police authorities encounter increasing criminal activities along international border

Rosarito, B. Cfa., Mexico - Rosarito Police Chief Carlos Bowser was was riddled with bullets on Saturday morning, May 21, 2005, as he left his house.

Authorities detained, and later released, five suspects, and confiscated three cars in the hours following the killing.

Police found guns and masks inside the vehicles.

Bowser had been named police chief in December and vowed to eliminate drug houses in the city. He also promised to establish order within the Rosarito police Department.

Reynosa, Tamaulipas, Mexico, May 21, 2005— A federal police officer was killed in a late-night shooting Friday which left three others dead, a Mexican newspaper reported.

At about 1 a.m. along the Las Fuentes colonia, a group of federal officers was confronted by armed men driving a white Dodge Ram, which led to a 30-minute shootout with federal agents.
Pedro Moreno Feria, the federal officer killed, received a bullet wound through his arm so severe that it ruptured his heart and lungs. He was taken to a local hospital but later died as a result of his injuries, sources said.

The events unfolded as the driver of the Dodge Ram led federal police on a high-speed chase, during which shots were fired from both sides. The chase ended in front of Taller de Transportes Garza Herrera, a commercial area of Reynosa.

Once the chase ended, federal agents, with the help of other law enforcement agencies, surrounded the truck and ordered those inside to surrender, officials said. When they did not give up, agents fired several shots at the truck, killing two. The driver of the Dodge Ram ran, leading agents on a second chase in which more rounds were fired. He was later slain by his pursuers.

U.S. authorities last month reissued a warning to U.S. travelers in response to a surge in violence linked to drug trafficking in Mexico near the U.S. border. Mexican officials have said they are working to improve security in the border region, while suggesting the United States overreacted.

A Rosarito municipal official has apparently sparked a lively debate in the local expatriate community that will apparently last for a long time. He has openly addressed the issue of extortion, specifically the extortion of foreigners, and has proposed a remedy, viz., putting all foreign residents on a master list. Pick your poison:

'We want to conduct a more exact census to let the foreign residents know they can count on an office to help and support them 24 hours a day.'

Corona-Bolaños indicated that various expatriate organizations exist in Playas de Rosarito, and that they (municipal officials) will approach them to present the proposition and to look at the possibility of creating a census system.

'We want to distinguish the residents from the visitors, to make them feel at home.'

In time, the act of identifying them as 'Foreigners at home' will inhibit the comission of acts of extortion by such as those in authority.

When the program would mature, the Public Relations Office is confident that the foreign residents would benefit, in an indirect manner, as promoters of Playas de Rosarito, attracting more investors, potential residents, or simply more tourists."

Corona Bolaños indicó que existen varias organizaciones de norteamericanos en Playas de Rosarito, a los que se acercarán para plantearles la propuesta y ver la posibilidad de crear un patronato.

"Queremos que el residente se distinga del visitante, hacerlos sentir que son de casa", comentó.

A su vez, el hecho de que se identifiquen como"extranjeros de casa", inhibirá la comisión de actos de extorsión por parte tanto de particulares como de autoridades.

Cuando dicho programa comience a rendir frutos, la dirección de Relaciones Públicas confía en que los residentes extranjeros fungirán, de manera indirecta, como promotores de Playas de Rosarito por lo que atraerán a más inversionistas, residentes potenciales o simplemente a más turistas."

Revised entry and reentry requirements into the U.S. - bilingüe

Americans will need passports to reenter the United States from Canada, Mexico, Panama and Bermuda by 2008.

Similarly, Canadians will also have to present a passport to enter the United States. Canadians have been the only foreigners allowed to enter the United States with just a driver's license.

An announcement from the State Department, will specify that a passport or another valid travel document will have to be shown by U.S. citizens. These include a document called "Sentri" that is used for Mexico travel, or a "Nexus" for Canada travel.

Until now, Americans returning home from Canada have needed only to show a driver's license or other government-issued photo identification card.

Americans returning from Mexico, Panama, or Bermuda, currently need only a government-issued photo identification card plus proof of U.S. citizenship like an original birth or naturalization certificate.

The new rules, to be phased in by Jan. 1, 2008, were created in intelligence legislation approved last year by Congress.

These changes are being made to facilitate the identification process at U.S. Ports of entry and airports so Customs officials won't have to sift through different travel documents.
